Saudi Arabia is turning to discounted Russian fuel oil cargoes to meet its seasonal summer oil burn surge, Kpler data shows. Preliminary data indicates that Saudi fuel oil imports in July exceeded 300,000 b/d for the second time this summer, with Russia accounting for 76% of the total (see chart 1). The 258,000 b/d of Russian fuel oil that was delivered last month was a record high.
